The cost of the Illegal subletting of Council houses...

The number of council house tenants illegally subletting their homes is three times greater than last year, according to Experian. The information services company examined social housing lists to predict how many residents were living at other addresses and illegally subletting, official figures suggest. New research has concluded that
almost 160,000 council homes are being illegally sublet by tenants in a racket that is costing the taxpayer more than £2billion a  year.

The practice increases the pressure on the public purse because the homes could be used to house others on the waiting list, who are often kept in temporary accommodation at great expense. The Audit Commission estimated in 2009 that about 50,000 council homes were being occupied illegally at a cost of £500million a year in tenancy fraud.
But the fresh analysis concluded that the true figure of homes illegally sublet could be 157,077. It was based on a study of 125,000 properties run by 10 local councils and housing associations to try to detect potential fraud.

Social housing tenancy fraud is the use of social housing by someone who is not entitled to occupy that home.

It includes unauthorised subletting of a property, or part of the property, for profit to individuals who are not allowed to live there by the conditions of the tenancy. It also includes submitting false information in a housing application to gain a tenancy and wrongful succession where the property is no longer occupied by the original tenant.
